So before Mr. Bickford and his wife, Tamara, agreed to buy the house they found in Millstone Township, N.J., they hired an expert to take soil samples around the house's underground heating-oil tank. The test revealed that the tank was a 'leaker,' Mr. Bickford said.
'I was not about to own somebody else's problem,' he said. With the help of his lawyer, he said, the seller was finally persuaded to shut down the tank, fill it with gravel and dispose of the contaminated soil before closing on the house."
